HOW DO I KNOW IF WINDOWS C RUNTIME IS INSTALLED ON MY SYSTEM?

I’m building a mini-app using ANDROID STUDIO and its internal GRADLE BUILD. I tried to run it on my Virtual Android Emulator (Oreo, directed at API 28, Android 8.1.0). Gradle build successfully started, built for some time, then failed. It gave an error message:

Daemon #3: Daemon startup failed.
Pls check if you have installed the Windows C Runtime
This issue should not happen under normal circumstances.

But I have absolutely no idea how to check for the Windows C Runtime (I don’t even really know what that is, even though I’ve checked all similar questions.)

How can I check if the Windows C Runtime is installed, and subsequently resolve the build failure?
