VMMEM still running after WSL –shutdown

I have installed kali linux wsl recently and I notice that after I shutdown kali and shutdown the wsl with wsl –shutdown, vmmem is still using around 500MB of memory and then I checked wsl -l -v and I see that kali-linux is running again. Then I realize that kali and the wsl kept on starting itself after I shut it down. Does anybody know how I can shutdown wsl totally when I’m not using it?
