How to fire out phonton particles in asteroids-like game

I’m having trouble inputting code into an asteroids-type game project via C++. I created a loop (as seen in image 2) to create more than one photon torpedo on screen, with the lifespan of it only lasting for the photon lifespan. Whenever the photon finally disappears or the lifespan is up, I can’t create anymore new photons. Can someone please help me?
