Is it possible to execute a command on a different directory without cd-ing into it?

I Basically have two child directories. one of them holds scripts and the other one holds the commands to run those scripts(in a batch file).

if I go into the folder which holds the batch files and try to run the scripts they work. provided I gave a relative path to my scripts from the directory in which the batch file exists.

but I would like to have control over both of these directories and their contents from my parent directory itself.

How do I do this?
