Visual Studio 2019 With Rayib – An unhandled exception of type ‘System.IO.FileNotFoundException’ occurred in Unknown Module Error

I’ve been working in Unity3D for the past 3 years and i decided to try something new and start making games from scratch (NOT the engine "Scratch"). I decided to start off using a library called raylib but i ran into a few issues after installing Visual Studio 2019.

I was following this C# Raylib setup tutorial:

But then I noticed that i wasn’t getting the same errors as the guy in the video and in the end, it didn’t work. None of the comments were experiencing my problem and I followed the tutorial exactly to the extent of downloading the same raylib version as him.

The error I would get was a window that popped up in VS when I ran my program with this written on it:

System.IO.FileNotFoundException: ‘Could not load file or assembly ‘netstandard, Version=2.1.0.0, Culture=neutral, PublicKeyToken=cc7b13ffcd2ddd51’ or one of its dependencies. The system cannot find the file specified

I should also probably mention that my NuGet Package Manager is not working either. It gives me an error in the console saying:

The request was aborted: Could not create SSL/TLS secure channel.

I’ve been scrambling online for nearly a week looking for answers to either of my problems, but in the end I’m looking to just give up entirely if i don’t find a solution.
