Windows Task Scheduler – Create a task on event change

I would like to create a taks in Windows Task Scheduler, that will be executed upon an event change.

The event I would like to monitor is permissions change on given directory and it’s subdirectories.

Imagine following structure:

D:
    Administration
        Managers
        Misc
    Finance
        Contracts
 ...

If the administrator will add/modify permissions for example on D:AdministrationManagers or D:Finance I would like the task to execute action that will be configured. (in other words monitor D: location)

Is it something that can be easily achieved with Window’s built-in Task Scheduler?
