Directory permissions in Windows for each user with one special user

Let’s assume that I have a directory and inside that directory every user can create own subdirectories and only directory creator has access to files inside. That works great, example here.
But now I want to have a special user that has access to these users directories and can create new files inside, and now the problem begins: I can easly create that user, he can add new file but the owner of that directory cannot access it (because he is not the owner of new file). How can make it work?
