How to detect malicious links in HTML file using Anti-Virus command line interface?

I have a HTML file that contains a link to a malware.
The link in question is flagged Virus total URL scan Virus Total

I tried using the Sophos AV with this command line :
sav32cli.exe "C:malicious.html"

And using the Microsoft Defender CLI :
MpCmdRun.exe -scan -scantype 3 -file "C:malicious.html"

But both Anti-Virus do not flag the file as malicious. It seems they only check the file signature and not scanning the file content.

Is there a way I could reliably detect malicious links in a file?

My goal is to make a program that receives a file and then start scanning it automatically.
