How to create a Windows app icon from a shell script?

I need to execute a .sh file on Windows 10 by using the Built-In Windows Subsystem for Linux running :

bash file.sh

and the execution works fine.

However, I would like to create a Windows icon application on my desktop that executes this command implicitly (in the right directory). While this seems possible on Unix systems, I can’t find anything for Windows systems ?
